I have the honour to report for your informa-

-tion particulars of a misappropriation of a considerable sum of money in the Harbour Department and of the steps taken to ascertain the responsibility attaching to officers of that Department.

On the 1st. July last a telegram was received

by a clerk in the Harbour Office to the effect that Lai Wing-tak, shroff in the Junk Office, had died in Canton. The Treasurer and the Auditor at once proceeded to examine this shroff's accounts, and they found that a sum of 85,834.75 was missing. I enclose a copy of their subsequent report which explains the method by which the money was taken.

I attach a copy of his reply and a copy of a further letter address- -ed to him. The Attorney-General, the Acting Colonial Secretary, and the Acting Treasurer, were appointed a Committee of the Executive Council to enquire into the matter, and after dealing with the case of Mr. Lenfestey they proceeded to investigate charges of neglect of the Financial Instructions which were subsequently brought against lar.
